EU-FAO FLEGT Program - Sabah TLAS Outreach & Capacity Building Program


The Sabah TLAS Outreach and Chain of Custody Capacity Building Training is a project between the FAO and the Sabah Forestry Department (FDS), funded under The EU-FAO FLEGT Programme. Although the signatories of the project are the FAO and the FDS as the Service Provider, the project is also a collaborative project with the FDS's other partners namely the World Wildlife Fund (WWF) Malaysia in the form of funding for the awareness and inception workshops and Sabah Timber Industry Associations (STIA), in coordination Small Medium Enterprises (SMEs) participation in the Chain of Custody (CoC) training.

briefcaseObjective & Outputs

The main objective of the project is to support readiness of the Sabah timber industry namely SMEs to comply with the FLEGT-VPA through the provision of capacity building of SMEs to comply with the relevant Sabah Timber Legality Assurance System (TLAS) Principles and Supply Chain Control Requirements. The project's duration is 10 months and it will end at the end of October 2016.

The Project will have 2 main outputs which are:
  1. To train 30 SMEs in Sabah TLAS Principles and supply chain or CoC Management Principles and
  2. To monitor, evaluate an awareness raising and development of communication strategy for the timber industry which includes branding of Sabah's timber to the international market. In addition, 15 Sabah Forestry Department Officers will also be trained in Chain of Custody.

NEPCon, a Danish based company has been appointed to conduct the SMEs CoC training and Sabah Forestry Department's staff training in supply verification during the duration of the project. Amongst the various activities to be covered by the appointed contractor are :
  1. Initial site visits and development of Actions plan and SOPs for each SMEs to address non-compliance of the Sa bah TLAs and a credible supply chain or CoC system.
  2. TLAS and Supply Chain management training based on the SME specific Action Plans and SOPs.
  3. Group training on the administrative parts of SOPs to give the industry operators to exchange information with their colleagues.
  4. Conduct Legality and supply Chain Verification or control that include a pilot legality and supply chain verification by SFD, to allow both government and the private sector to assess compliance and identify gap in the government verification procedure.

A final workshop will be conducted in October 2016 to present the overall results of the project involving not only the SMEs but other stakeholders as a means to share lessons learnt from the project.

The Sabah Forestry Department has completed the following activities of the project:
  • Selection of SMEs to participate in the CoC training- April 2016.
  • Awareness Workshop- 26th April 2016.
  • Inception Workshop - 26th April 2016.
  • Selection of Sabah Forestry Department staff for the on the job Supply
  • Verification training- May 2016 and on going.
  • Preparation of training outline and programme -May 2016 and on going.

Selection of SMEs to participate in the CoC training Notifications for the CoC training were distributed by STIA in early April 2016 to all STIA members, Sabah Furniture Association and Sustainable Forest Management Licence Holders. The selection process of the CoC participants from the participating SMEs was finalised by a Committee comprising FDS, STIA and WWF and successful applicants were notified immediately. A total of 30 participants from SMEs had been selected for the Chain of Custody Training.

A total of 15 participants from SFD comprising FLGT Officers, Monitoring, Control, Enforcement and Evaluation (MCEE) Officers and District Forestry Officers had been selected for the Chain of Custody Training.
Awareness Workshop and Inception Workshops The 2 workshops were held at Sky Hotel Kota-Kinabalu simultaneously. The Awareness Workshop was held in the morning and the Inception Workshop in the afternoon.

The Awareness Workshop was implemented to kick start the project and involving a wider audience involving members from the timber industries, various government agencies and NGOs. 

It was aimed at providing an overview and an update on global trends and timber product legality requirements and the need for a rigorous chain of custody system, namely on the requirements of the EU Timber Regulation (EUTR) and the Forest Law Enforcement and Trade-Voluntary Partnership Agreement (FLEGT VPA) and other legislations (US Lacey Act and the Australian Illegal Logging Prohibition Act) as well as developing legislations in other countries such Japan, China and Korea.

The workshop was attended by 99 participants, including the Secretariat.

A total of 3 presentations were presented by Mr Peter Fielberg of NEPCon during the Workshop. There are :
1. Global trends and shifting market requirements for legality and certification
2. Regulated Markets: Common elements
3. Reducing Risk in Supply Chains: The Role of Certification
lightbulb Inception Workshop
The Inception Workshop was a preparatory briefing on what selected SMEs should do and expect from the training programme. Participants were briefed on the Sabah TLAS requirements for CoC, the support available for them under the Sabah TLAS Outreach Project as well as the requirements for their participation in the Chain of Custody training. 

A total of 38 people participated in the afternoon session comprising 29 selected participants from the SMEs for the CoC training and another 9 from the FDS/NEPCon/FAO/STIA/Secretariat.
