High Conservation Value Forest

A total of six (6) types of High Conservation Value Forests (HCVF) areas as defined by the Forest Stewardship Council (FSC) were listed in the HCVF Toolkit (WWF- Malaysia, 2009). An exercise to identify and select the HCVF areas in FMU10 was done by the Ad hoc HCVF Team (Mohd Nooh, 2014).

Since the whole area of the FMU 10 is totally protected for conservation and by default definitions under the HCVF Toolkit, it could perhaps be considered equivalent to the HCV 1.1 area: Similarly, the hornbills and the Rajah Brooke Birdwings, both are also Conservation targets under the CAMP, could be treated the same by default definitions of the HCVF Toolkit as equivalent to HCV 1.2 categories. The Rajah Brooke Birdwing was subsequently dropped as a Conservation Target under this FMU10: CAMP Ver. 2, but the hornbills were again retained as a Conservation Target. However, for practical reasons the HCVF Team recommended the establishment of only two (2) of those listed attributes under the HCVF Toolkit. Table 1 describes the two (2) HCV attributes, namely, HCV 1.3 and HCV 5 that were established in FMU10.

HCV 5: Basic Needs of Local Communities	"Forest area is fundamental to meeting basic needs of local communities".	A water intake source point's site at Sg. Kaintano for the water gravity system for Kg. Sinua had been demarcated on the ground at GPS reading RS 763942 BOR 610358 (Mohd Nooh, 2014)

Awareness programs to include the HCVF Toolkit and importance of the HCV 5 agenda. Awareness programs to include an agenda on the need for the conservation of the aquatic habitats as well as impacts of other destructive activities to all kampungs if possible. Reports of the Awareness Programmes to be deliberated in the Quarterly Meetings of the MPCT for FMU10. Water gravity system and the HCV 5 to be included as a permanent Agenda and minuted in the Communities Meeting between DFO Keningau and Kg Sinua’s Committee. Summary of the water gravity system and the HCV 5 minuted in the Committee Meeting with Kg Sinua to be updated on the FMU10 website and reported in the AWP. Format of Reporting by the communities for the water and HCV 5 agenda may need to be developed, including assigning management responsibilities to the villagers. It may be included under a relevant SOP. Any complain raised in meeting to be acted swiftly by DFO Keningau.
